Direct vent gas furnace peels paint

QUESTION:

My mother-in-law had both her oil furnaces in her two-family house replaced with gas. The installers vented them through the foundation to a horizontal tee, one on either side of the house. The problem is the paint on the shingles on both sides of the exhaust tee is peeling. This is happening on both exhausts. It's been about a year since installation.
Is this a common problem with direct vent furnaces? It seems to me that this is a good enough reason to have a liner installed in the chimney and vent that way. I can't imagine the price difference between the two methods to be that great. Any other solutions to the paint-peeling problems?

ANSWER:

Are these really "direct vent", where they vent through a "B" style metal tube and the exhaust gases are hot enough to burn things? Or are they just "sealed combustion" higher efficiency units that vent through PVC?
I would think that you could have tons of problems venting HOT gases out the side of the house, but I have never seen paint peeling from the (relatively) cool exhaust of a high efficiency furnace, and have seen PVC vented though a roof, but never up a lined chimney.
What part of the country is this?
