What is this hole in the heating system?

QUESTION:

I need help identifying this. I don't know the purpose of this hole/vent in the heating system, its pictured at http://members.rogers.com/smendis/files/images/duct.jpg
clsoeup of it at http://members.rogers.com/smendis/files/images/ductCloseup.jpg
What is it called and whats its purpose?
I am finishing the basement, what can be done to it or can it be encased in the drywalled ceiling? There is a damper on it, does it need to be adjusted?

ANSWER:

hat is a return, as others have stated, for the basement, HOWEVER, there might be a problem in using it. I dont see a filter provision at the furnace...since they tagged the side and all....bet you have a filter upstairs in a filter grill tho....and if that is the case, unless you are going to put in a filter grille when you finish the return...as that is a take off, I would remove it, and seal it.
